There is no explicit elastic foundation boundary condition available in FEBio. You can simulate one by creating a contact interface between the boundary on which you want to prescribe the elastic foundation BC and an elastic body (the foundation, e.g., a neo-Hookean material with Poisson's ratio = 0) of uniform thickness H (in the direction normal to the contact interface). You can pick the modulus E of the elastic foundation to produce the desired stiffness k = E A/H where A is the area of the contact interface.
