Is it possible to scale a mesh in Preview? For example, could I stretch a model and all of the elements by 15% in the x direction, 50% in the y direction, etc.
Yes, you can do that. If you select an object, you can open the Transform editor (from menu Edit\Transform...) and enter scale values for x,y,z. This will scale the geometry as well as the mesh.
